L&#8217;analyse de ces donn\u00e9es d\u00e9montre que les valeurs estim\u00e9es par le cycle normalis\u00e9 europ\u00e9en (new european driving cycle &#8211; NEDC), \u00e9talon des mesures de type bonus-malus sur les v\u00e9hicules automobiles, s&#8217;\u00e9loignent de plus en plus des valeurs obtenues en conditions r\u00e9elles.<\/p>\n<p>\u00c9valu\u00e9 \u00e0 8\u00a0% en 2001, l&#8217;\u00e9cart entre les deux valeurs atteint d\u00e9sormais pr\u00e8s de 40\u00a0%. Cette \u00e9volution n\u00e9gative, qui s&#8217;est accentu\u00e9e apr\u00e8s 2008 et la mise en place de mesures de taxation du CO2 par plusieurs pays de l&#8217;Union europ\u00e9enne, s&#8217;explique selon les auteurs par la combinaison de plusieurs facteurs :<\/p>\n<ul>\n<li>l&#8217;utilisation de technologies dont les b\u00e9n\u00e9fices sont maximis\u00e9s par le cycle normalis\u00e9 : la technologie &#8220;<a title=\"Mise en veille\" href=\"http:\/\/fr.wikipedia.org\/wiki\/Syst\u00e8me_de_mise_en_veille\" target=\"_blank\" rel=\"noopener noreferrer\">Start&amp;Stop<\/a>&#8221; est cit\u00e9e en exemple; chacun sait que le syst\u00e8me Start&amp;Stop permet de r\u00e9elles \u00e9conomies. Mais voil\u00e0, m\u00eame les conducteurs qui roulent avec une voiture \u00e9quip\u00e9e de ce syst\u00e8me l&#8217;oublient. Et ne rel\u00e2chent pas forc\u00e9ment la p\u00e9dale d&#8217;embrayage \u00e0 l&#8217;arr\u00eat. Ce qui annule l&#8217;effet de cette innovation. Certes le Start&amp;Stop utilis\u00e9 dans toutes les situations d&#8217;arr\u00eat temporaire permet de r\u00e9duire consid\u00e9rablement les consommations. Mais dans la r\u00e9alit\u00e9, il n&#8217;est que tr\u00e8s peu utilis\u00e9.<\/li>\n<li>la multiplication des recours aux \u00e9carts autoris\u00e9s dans la proc\u00e9dure d&#8217;homologation; eh oui ! les constructeurs ont le droit de contester. Les \u00e9carts sont autoris\u00e9s. Dans ce cas, \u00e0 quoi bon mettre une norme en place ? Myst\u00e8re &#8230; Les r\u00e9centes r\u00e9v\u00e9lations sur les moteurs diesel truqu\u00e9s aggravent encore la situation.<\/li>\n<li>et les facteurs externes changeants (l&#8217;utilisation de plus en plus courante de la climatisation). C&#8217;est le fameux effet pervers des technologies \u00e9conomes en \u00e9nergie (effet rebond ou paradoxe de Jevons) : puisque mon v\u00e9hicule consomme moins, c&#8217;est marqu\u00e9 sur l&#8217;\u00e9tiquette, je peux me l\u00e2cher et appuyer \u00e0 fond tout le temps. C&#8217;est en quelque sorte un passeport pour consommer plus.<\/li>\n<\/ul>\n<p>Avec eiver, moins de risque de d\u00e9passer la ligne rouge. This negative trend, which accelerated after 2008 and the establishment of CO2 measurements taxation in several countries of the European Union, according to the authors, is explained by the combination of several factors:<\/p>\n<ul>\n<li>The use of technologies which\u00a0benefits are maximized by the standard cycle: &#8220;<a title=\"eiver : le bon usage du \u00ab\u00a0Start &amp; Stop\u00a0\u00bb\" href=\"https:\/\/eiver.co\/blog\/economisez-en-conduisant\/eivertip-81-du-bon-usage-du-start-stop\/\" class=\"broken_link\" rel=\"nofollow\">Start &amp; Stop<\/a>&#8221; technology is cited as an example. Everyone knows that the Start &amp; Stop system does increase savings. But now, even drivers who drive a car fitted\u00a0with this system forget it.
